I agree the shift key use is inconsistent with the previouis versions with reduce and magnify. While I can get around this as Stéphane suggests with system level tools. The Apple system uses cmd-+ and cmd-- (open a picture in preview) and I find the inconsistent behavior between applications a little troubling. I know Chemdraw uses cmd-+ and cmd-- for super and subscript, but I don't use those shortcuts very often.

As a workaround, you can do the following:
Open System Preferences from the Apple menu
Select the Keyboard item, then Shortcuts
On the left, select App Shortcuts then click on the + button
In Application: select your version of ChemDraw. In Menu Title: type "Reduce". In Keyboard Shortcut: type the shortcut you want (usually Command-<)
Click on the Add button
