Object Settings of differently scaled items-Bug?

To replicate, open new document, and draw two items. Select one item and then go to Object and Apply Settings from, select ACS Document 1996 (I am sure this is an issue with other presets as well). Now select all and repeat (Object and Apply Settings from, select ACS Document 1996). The second item is shrunk again. In my mind they should all be scaled to the template settings. Things get weirder if you select three items, then no resizing occurs. I believe a more consistent behavior would be to have everything scaled to the template setting.
